Nostrification

In accordance with Article 328(1)-(3) of the Act of 20 July 2018 Law on Higher Education and Science:

a degree awarded by a recognised institution operating in a Member State of the European Union, the Organisation for Economic Co-operation and Development (OECD) or the European Free Trade Association (EFTA) - a party to the Agreement on the European Economic Area is equivalent to the relevant degree referred to in the Act
the doctoral degree awarded by the European University Institute, in accordance with the Convention establishing the European University Institute, drawn up in Florence on 19 April 1972, is equivalent to a doctoral degree.
a degree awarded by an institution other than the one referred to above may be recognised as equivalent to the relevant Polish degree on the basis of an international agreement or, in the absence thereof, by nostrification proceedings.
The National Agency for Academic Exchange has made KWALIFIKATOR available - it is a database that enables automatic checking of general information on selected types of higher education diplomas obtained abroad. It allows you to assess the level and status of your qualifications in the country in which they were awarded and to find out how a given foreign diploma or degree is recognised in Poland. It also indicates the specific legal basis from which the diploma holder's particular entitlements derive.


Nostrification proceedings concerning degrees awarded abroad are initiated at the request submitted to the Rector via the disciplinary council competent for the discipline concerned. The University conducts proceedings in disciplines in which it has an academic category of A+ or A.

The procedure for the nostrification of degrees conferred abroad is conducted by the Rector with the participation of the council of the scientific discipline responsible for the discipline on the basis of the regulations given in the Regulation of the Minister of Science and Higher Education of 28 September 2018 on the nostrification of degrees and degrees in art conferred abroad (Journal of Laws of 2018, item 1877).

After the nostrification procedure, a certificate specified in the appendix to the aforementioned regulation is issued and signed by the Rector, (example of the certificate to be downloaded).

THE NOSTRIFICATION PROCEDURE - conducted at Wrocław University of Science and Technology - is regulated by the Rector's Internal Regulation No. ZW 32/2023.

I Initiation of proceedings

1. Proceedings for the nostrification of a degree awarded abroad shall be initiated at the written request of a person seeking nostrification submitted to the Rector of Wrocław University of Science and Technology.

2. The application should include:

1) the name and surname and the address of residence of the person seeking the nostrification of a degree awarded abroad,

2) the full name of the degree awarded abroad,

3) the designation of the Polish degree with which equivalence is to be recognised,

4) the date of awarding the degree abroad,

5) the name of the institution that awarded the degree,

6) the name of the country in whose legal system the institution that awarded the degree operates.

3. The application referred to in paragraph 1 shall be accompanied by:

1) when applying for recognition of a degree awarded abroad as equivalent to the Polish doctoral degree:

a) the diploma confirming the award of that degree,

b) the documents on the basis of which that degree was awarded,

c) the diploma entitling the applicant to apply for the award of the degree for which recognition is sought

2) in the case of an application for recognition of a degree conferred abroad as equivalent to the Polish degree of doktor habilitowany [postdoctoral]:

a) a diploma confirming the awarding of that degree,

b) documents confirming the scientific achievements which are the basis for the awarding of that degree,

c) a diploma confirming the awarding of the degree giving entitlement to initiate proceedings for the awarding of the degree for which recognition is sought.

3) a statement by the applicant:

a) including information on whether the degree for which recognition is sought has been the subject of nostrification proceedings in the Republic of Poland,

b) on the place and date of birth.

4. The documents referred to in paragraph 3 points 1-2 may be submitted to the academic discipline board in the form of copies certified as true copies by a person authorised to accept the documents on the part of the University, on the basis of the originals presented to the University. The certification of conformity with the original should include the date, the place and the legible signature of the person making the certification.

5. Following the formal assessment of the application, the Council of the scientific discipline may require the applicant to submit an ordinary translation into Polish of the documents referred to in paragraph 3 points 1 and 2, in the case of reservations as to originality od the documents referred to in paragraph 3 point 1(b) or point 2(b) attaching diploma a legalised or certified with an apostille.

6. In particularly justified cases, the Council of the scientific discipline may require the applicant to submit a translation into Polish of the documents referred to in paragraph 3, point 1(b) or point 2(b), drawn up and certified by a sworn translator or drawn up by a foreign translator and certified by a competent consul of the Republic of Poland.

7. The date of initiation of the nostrification procedure shall be the date on which the application for the nostrification of the degree is delivered to the competent council of the scientific discipline.

II Proceedings of the Academic Degree Nostrification Team

1. For the activities in the procedure for the nostrification of a degree awarded abroad, the Council of an academic discipline shall appoint, by way of a resolution, a Degree Nostrification Team (hereinafter referred to as the Nostrification Team), consisting of up to five academic staff holding the degree of doktor habilitowany or the title of Professor in a given discipline, for whom the University is the primary place of work. The Council of the academic discipline appoints a Chairperson from among the members of the respective Nostrification Team, who directs its activities.

2. The Nostrification Team:

1) performs a formal assessment of the submitted application with regard to its completeness and compliance with the applicable regulations and, if necessary, shall call upon the applicant to supplement the formal deficiencies of the application or to submit additional documents within a period not longer than 14 days from the date of the call or the application shall be left unprocessed.

2) in special cases justified by doubts concerning the achievements which constitute the basis for conferring the academic degree to a person referred to in point 1), the Nostrification Team may request the academic discipline board to refer the documents referred to in Chapter I, section 3, point 1, subsection b and point 2, subsection b for review.

3) If the request of the Nostrification Team referred to in item 2) is granted, the Council of the academic discipline shall designate, by way of a resolution, no more than three reviewers from among academic staff for whom the University is the principal place of work, holding at least the degree of doktor habilitowany in the discipline to which the request relates, and shall specify the scope of the review and the deadline for its submission.

3. The Nostrification Team, after reviewing the achievements constituting the basis for the award of the academic degree and reviews, if any, presents a recommendation to the Council of the academic discipline on the recognition or refusal to recognise the academic degree awarded abroad as equivalent to the relevant Polish academic degree. The recommendation should include a justification.

4. The Council of an academic discipline, based on the recommendation of the Nostrification Team, shall, by way of a resolution, recognise or refuse to recognise an academic degree awarded abroad as equivalent to a relevant Polish academic degree, whereby the Council of an academic discipline shall not be bound by the recommendation of the Nostrification Team.

5. The Council of the scientific discipline, before taking the decision referred to in paragraph (4), may request the Nostrification Team to provide additional explanations or to take specific actions as part of the nostrification procedure.

6. In the case of recognising a degree awarded abroad as equivalent to a relevant Polish degree, a certificate with the contents compliant with the requirements laid down in the applicable legislation is drawn up. The certificate is signed by the Rector.

7. In the case of a refusal to recognise a degree awarded abroad as equivalent to a relevant Polish degree, a written notification of the decision is drawn up for the applicant, stating the reasons for the refusal. The letter shall be signed by the Rector.

8. A resolution on the recognition or refusal to recognise a degree awarded abroad as equivalent to a corresponding Polish degree shall be adopted by an absolute majority of votes, in the presence of at least half of the members of the Council of a scientific discipline.

9. The proceedings for the nostrification of a degree should be completed within 90 days from the date of submission of an application meeting the formal requirements, with the periods set aside for:

1) submission of a translation of the documents,

2) submission of a review.

10. In the event that the council of an academic discipline adopts a resolution stating that it has no jurisdiction to conduct proceedings for the nostrification of an academic degree, the Rector shall issue a decision to refuse to conduct the proceedings, which shall include:

1) the designation of the unit of the higher education institution issuing the decision,

2) the date of its issue,

3) the designation of the person requesting the procedure for nostrification,

4) the citation of the legal basis,

5) the decision concerning the refusal to initiate the procedure together with the grounds for the decision,

6) the signature stating the position of the person authorised to issue the decision,

7) an instruction on the admissibility of lodging a complaint with the Rector of the higher education institution.

A decision on the refusal to proceed with the nostrification of a degree can be appealed against in the form of an application for reconsideration of the case, addressed to the Rector within 7 days of the delivery of the decision to the applicant. The Rector's decision is final. The decision of the Rector may be appealed against to the Voivodeship Administrative Court.

III Fees for the nostrification procedure

1. A person applying for the nostrification of a degree, irrespective of the outcome of the proceedings, shall pay a fee for the nostrification proceedings amounting to 50% of the professor's remuneration as specified in the regulations on the minimum monthly basic remuneration for a professor in a public higher education institution. 23% VAT should be added to the amount.

2. The fee should be paid within 14 days of the date of submission of the application to the University's bank account at Santander Bank Polska S.A. No. 37109024020000000610000434 with the following description in the title: Nostrification (name and surname of the applicant). Proof of payment of the fee should be attached to the documentation submitted by the applicant.

3. In the event of non-payment of the fee for the nostrification procedure referred to in paragraph 1 within the time limit referred to in paragraph 2, the application shall not be considered.

4. The fee referred to in paragraph (1) shall not be charged where it is established that the University has no jurisdiction to conduct the nostrification procedure.

5. In justified cases, dictated in particular by a difficult financial situation, a person applying for the nostrification of a degree awarded abroad may apply to the Rector for the fee for the nostrification procedure to be reduced/waived/paid in instalments. The Rector makes the decision based on the opinion of the Chair of the academic discipline council.

6. In the case of the necessity to prepare a review in the course of the proceedings, the amount of the reviewer's one-time remuneration for its preparation shall be determined by the Chairperson of the Nostrification Team, but it cannot exceed the amount of PLN 1100 gross.

7. The remuneration due to the reviewer shall be paid upon completion of the proceedings for the nostrification of the academic degree awarded abroad, i.e. upon the adoption of a resolution by the board of a scientific discipline on the recognition or refusal to recognise the academic degree awarded abroad as equivalent to the relevant Polish academic degree.
